User without a main region

I don’t know if it’s a bug or if it’s like this by design, but apparently a JudgeApps user can have no main region (thus belonging to no RC).

You don’t need to tag me on everything.

It’s if they have a state or country set that doesn’t belong to a region. Fixing the accounts on a case-by-case basis seems to work fine, and a small minority of accounts aren’t supposed to be assigned to a region.
