Up until recently, a project lead could transfer the project to a new lead. With the new changes, it seems like that’s no longer the case.
I checked it with several projects I lead (private and public), and in the dropdown to select a lead, only my name appears.
I checked projects in which I’m an admin (and/or the aligned lead), and the only person in the dropdown is the current lead.
Yeah, I noticed this when Giorgios asked us to transfer the EU-East leadership group project to you this morning. I think I know what the problem is, I just need to check the fix (which is already in Phabricator) and then I’ll deploy.
Was this deployed? I still can’t change the lead in projects (even ones I’m the lead on).
Yes. You can only transfer ownership to another admin, are there currently any other admins in the project you’re testing?
That seems to have been the problem 
I checked a different project and it seems to work.
