Checklists- Add link to previous checklists by author

When reviewing Checklists, it would be helpful to have links (and possibly responses) to previous Checklists.

For instance:

  • When viewing an L3 Application, it should be easy to see if the candidate’s previous L3 Self-Review was outright accepted, or if the candidate was asked to make specific changes.
  • When view a Self-Review, it should be easy to see if the candidate previously submitted a Self-Review, and what the outcome of that Self-Review was. It should be easy to see the VC Lead’s response to that earlier Self-Review.
