In write a review > Administrative Level Change, OJA is no longer listed as an option.
If I choose Advancement Review instead, it shows up OK.
This is a new behavior, and worked as recently as last weekend.
Dan just did an overhaul to some backend stuff on certifications that may have caused this. He should be able to point you in the right direction.

It was accidentally removed when I merged in some other changed. It was added back in yesterday, you should see it again.
